Using computer list searching, they must send out thousands of these "best of..." notices. How many people send in the $80 to get the plaque to hand in their window or lobby? Probably lots. Kind of harmless, but not based on any valid selection process. I kind of wish I had thought of something as simple, profitable and relatively harmless as this fakery.
